$1 Billion Waco Paper Plant Set to Join Expanded TIF Zone

Graphic Packaging International recently announced it is investing $1 billion in a paper mill in Waco, Texas. With the launch of this project, local taxing entities have voted to expand TIF Zone 4 by more than 1,000 acres to include the plant and capture the taxes it will generate. Graphic Packaging is erecting its mill on a more than 100-acre site situated between the Hello Bello diaper plant and Caterpillar Logistics in the Texas Central Industrial Park. Production is expected to commence in 2026, employing approximately 230 people. Estimates prepared for the city of Waco and McLennan County show the expanded TIF Zone 4 would generate over $300 million in tax revenue before its 2051 dissolution date -- money that could go to build or upgrade roads, sidewalks, and water and sewer infrastructure.
