Arcadia Paper Mills Completes Purchase of Paper Mill in St. Helens, Oregon

Arcadia Paper Mills has completed its acquisition of the former Boise paper mill in St. Helens, Oregon, marking the beginning of its strategy to return manufacturing to the city. Formed by investors and industry experts, the company aims to produce paper towels and napkins at the facility and has already hired over a dozen local employees to begin recommissioning the mill. The mill is situated within the city's 205-acre Industrial Business Park on St. Helens' waterfront. The city initially bought the property from Boise White Paper Mill 11 years ago. Arcadia Paper Mills started working with city officials on the purchase in the spring of 2024.
